When micro-computers were introduced in education in the
1980s it was generally expected that as a result of this
technology education would change from emphasizing productive
rather than reproductive skills.
When the Internet became available for the consumer-market,
this development was accompanied by a wave of policy papers
(from national governments, the European Commission, UNESCO,
the European Round table of industrialists and many others),
which were claiming that our societies were undergoing
fundamental changes and that consequently pedagogical
reforms would be needed to keep up with these changes.
The paper will contain a review of major trends in national
educational policies with regard to plans for educational
reform and the role of ICT to support such reforms. Moreover,
results from quantitative studies will be shown in order
to shed light on the question to what extent changes in
education can be observed in educational systems at large.
Also the results of qualitative studies that were conducted
internationally will be reviewed in order to address questions,
such as:
1. Which type of educational innovations do countries
consider as being examples of good practice?
2. What are the implications of a pedagogy focused on
life long learning for educational management, organization,
staff development and assessment/monitoring?
3. Which impact on student achievement may be expected?
